WHAT IS GWINNETT COUNTY NSP ALL ABOUT ??

Well the Gwinnett County Neighborhood Stabilization Program (NSP) was created to help slow the decline of neighborhoods where housing values and conditions are deteriorating due to the presence of foreclosed homes.

A second objective of the NSP is to provide affordable housing to eligible low, moderate, and middle income homebuyers. To address the foreclosure problem, the County will use NSP funds to purchase vacant foreclosed homes in targeted Census Tract Block Groups, make necessary repairs on the homes, and resell the houses to new homebuyers. Federal law prohibits the County from providing foreclosure prevention assistance from NSP funds.

The County has received approximately $10.5 million from the United States Department of Housing and Urban Development (HUD) and approximately $3 million of HUD NSP funds from the Georgia Department of Community Affairs (DCA) for this program.

Summer is heating up as a great time to buy a home.

Mortgage rates have fallen unexpectedly below 5 percent again. Will that drive you back into the housing or refi market?

The Wall Street Journal is reporting that the financial turmoil in Europe has caused many international investors to seek a safe haven for their money in the U.S. That has pushed domestic mortgage rates to the lowest levels of the year - and back near 50-year lows, the WSJ reports.

The housing industry had been bracing for a period of rising mortgage rates, triggered by the end of the Federal Reserve's $1.25 trillion mortgage-securities purchase program.

Instead, the WSJ writes, many in the industry now say rates could drift as low as 4.5 percent this summer from 4.86 percent now, instead of rising to 6 percent as some economists projected. That makes for significantly lower payments for buying homes or refinancing mortgages.

The refinance business "exploded" last week, Jeff Lazerson, chief executive of Mortgage Grader of California, told the WSJ.

How will the new Gwinnett County Trash Pick Up Plan Work?

How will the new plan work?     

  • Unincorporated Gwinnett County has been divided into five service areas.
  • Residents will begin receiving service from their new waste hauler starting July 1, 2010.
  • Residents will have once-per-week pick-up of household waste, recyclables, and larger items like appliances and old furniture.
  • The initial monthly service fee for the first 18 months will be $17.86 per household, to be paid to Gwinnett County on the property tax statement.
  • Yard waste pickup will continue to be an elective service provided by the waste hauler in each district. Monthly service fee will be $10.00, to be paid semi-annually to the waste hauler.

 

What are the benefits of the new plan?

  • Cleaner neighborhoods: Under the new plan, homeowners will have the opportunity to recycle 35 different items as part of their regular solid waste pick-up service. Additionally, there are approximately 20,000 homes that don't have waste collection services currently that will now have weekly garbage pick-up.
  • Environmental sustainability: With only one hauler providing service throughout a neighborhood, there will be less traffic and pollution. The new system also complies with state law that requires the County to update its solid waste management plan every 10 years.
  • More efficient and cost-effective: One hauler per district is more efficient, cost effective, and better for the roads than having multiple trucks crisscrossing neighborhoods and areas on any given day. Homeowners in each district will pay a standard service fee for waste collection.

Until the new service starts in July, you may continue to choose a solid waste provider from the approved list for residential and commercial service. Service under the old plan will be provided through June 30, 2010.

Gwinnett County's Solid Waste Information Center at 770.822.7141 is open for callers Monday through Friday between 7:30am and 5:30pm.

$5000 Down Payment Program now available - in Gwinnett

The second part of the stimulus plan is the Homebuyer Incentive program.  In the plan, a coalition of local banks have agreed to provide up to $5000 down payment assistance and special low interest loans to homebuyers purchasing in Gwinnett County.  It is similar to the federal homebuyer tax incentives that expired on April 30.  "As a REALTOR I know that the federal buyer incentive program was very effective in stimulating home sales.  So this is a good thing for Gwinnett," Swiney said.  "I would love to see this program broadened to include existing homes and neighborhoods, but this is definitely a great move for Gwinnett and hopefully will inspire other counties to follow suit."
